If you're late to the party, its a compressor combined with a noisy low pass filter and vibrato circuit. The result is like running your sound through a vintage vinyl record or junky tape machine in real time with control over the vibrato wave and speed to emulate any type of mechanical imperfections. The tight compression is the icing on the cake and really brings this effect into another dimension when combined with vibrato.
